Chief L. Ritter & Captain B. Kiroy


In February 2018, Chief Ken Parkinson retired as Police Chief after more than 20 years of service with the City Police Department.

A search for a new police chief is governed by the regional Civil Service. They established an Eligible Promotional List for Police Chief that included two individuals. When there exists fewer than three eligible individuals, Clinton County Civil Service Rules allows for a broader search for a provisional appointment of a qualified candidate. Two members of the City Police Force met the qualifications and Mayor Read is pleased to announce today that Lieutenant Levi Ritter has been given the provisional appointment as the City of Plattsburgh’s new Chief of Police.

In addition, Lieutenant Brad Kiroy has been given the appointment of Police Captain.

Mayor Read said, “I expect Lieutenant Ritter will prove to be an exemplary Chief for our City. He has been functioning extraordinarily, with the able assistance of our new Police Captain, Brad Kiroy. I thank them both for their willingness to serve and very much look forward to working with them as we improve Community Policing and combat our growing Opioid epidemic.

Police Chief Ritter and Police Captain Kiroy’s new duties begin April 6, 2018.
