City Police make arrest in Downtown assault




“City Police Make Arrest in Downtown Assault”

On Friday, September 25th, 2020, at approximately 9:45 pm, Plattsburgh City Police were called to City Hall Place in the vicinity of Lower Court Street for a reported assault. It was reported that an unknown male had assaulted two men and then fled the area on foot. It was also reported that during the incident, the suspect brandished a knife and was heard using racial slurs directed at one of the victims. One victim was transported to the University of Vermont CVPH for minor injuries and was later released.

After an extensive investigation and several witnesses coming forward, City Police identified the suspect as Joseph M. Barchard (37) of Plattsburgh. Barchard was arrested on Thursday and charged with the following offenses:

Attempted Assault in the Second Degree as a Hate Crime (Class D Felony)

Menacing in the Second Degree as a Hate Crime (Class E Felony)

Criminal Possession of a Weapon in the Third Degree (Class D Felony)

Barchard is expected to be arraigned in Plattsburgh City Court Thursday afternoon.

Mayor Read noted "I thank our officers for their swift work. Arrests for hate crimes at the foot of City Hall demonstrate that injustice anywhere else is indeed injustice here too. We live in a divisive and divided world that again appears to rear its ugly head on our own streets. I'm hopeful that our Public Safety Citizens Review Panel can soon make recommendations to ensure that we afford our citizens, especially those who have been subjected to oppression, the protection they deserve. We all suffer when hate is ignored, tolerated, and at times fomented."
